This is part of a growing international movement focusing on the skills required for students to master in preparation for success in a rapidly changing, digital society. Many of these skills are also associated with deeper learning , which is based on mastering skills such as analytic reasoning , complex problem solving , and teamwork. These skills differ from traditional academic skills in that they are not primarily content knowledge-based. During the latter decades of the 20th century and into the 21st century, society has undergone an accelerating pace of change in economy and technology. Its effects on the workplace , and thus on the demands on the educational system preparing students for the workforce , have been significant in several ways.

This second volume of papers from the ATC21S TM project deals with the development of an assessment and teaching system of 21st century skills. The first volume was published by Springer in Griffin, P. The major elements of this new volume are the identification and description of two 21st century skills that are amenable to teaching and learning: collaborative problem solving, and learning in digital networks. Features of the skills that need to be mirrored in their assessment are identified so that they can be reflected in assessment tasks. The tasks are formulated so that reporting of student performance can guide implementation in the classroom for use in teaching and learning.

To address these needs, ACER developed a combination of skill development frameworks, levels of skill development, and curriculum-orientated assessment and teaching tools. The skill development frameworks help address issues around the large number of frameworks and definitions for 21 st century skills, or general capabilities, which often lack a strong evidence base or detail of how they manifest in the classroom. The skill development frameworks outline the aspects students engage in when they are applying the skills and provide their evidentiary basis. The frameworks describe each skill within strands: the overarching conceptual category for framing the skill. Each strand is then further delineated as aspects: specific behaviours that provide foci for teaching and form the basis of assessment. For each of the selected skills, levels are used to describe how students move from early to more advanced application and understandings. These levels of skill development are not linked to specific years of schooling, and are underpinned by an understanding that students of the same age and in the same year of school can be at very different points in their learning and development.

Metrics details. There is a need to arm students with noncognitive, or 21 st Century, skills to prepare them for a more STEM-based job market. As STEM schools are created in a response to this call to action, research is needed to better understand how exemplary STEM schools successfully accomplish this goal. This conversion mixed method study analyzed student work samples and teacher lesson plans from seven exemplary inclusive STEM high schools to better understand at what level teachers at these schools are engaging and developing student 21 st Century skills. We found of the 67 lesson plans collected at the inclusive STEM high schools, 50 included instruction on 21 st Century skills.
An educational system that takes into account the needs of 21st century students should help them become productive and efficient users of technology, critical thinkers, independent, autonomous and lifelong learners.
