Since the adoption of the Universal Declaration of Human Rights more than 70 years ago and especially since the World Conference on Human Rights in , human rights education has spread all over the world. In Switzerland, the international developments have not gone unnoticed. At the same time, the ratification of the UNCRC in has sparked debates about the meaning of the right to education and what it entails in terms of contents, methods and objectives of the educational system. One element, however, is rather undisputed: the promotion of a more just, peaceful and sustainable world - in line with the UN Charter and its overarching goals. We will then look at three Swiss primary and lower-secondary framework curricula French-, German- and Italian-speaking and analyse how these educational concepts are practically conceptualised, as well as how they are expected to be implemented within the formal schooling system.

When, at the end of the Second World War, UNESCO was created in the wake of the International Commission of Intellectual Cooperation, it was based on the conviction that the intellectual and moral solidarity of humankind, and the respect for justice and human rights were essential for lasting peace. In UNESCO created a committee on the theoretical bases of human rights which included leading intellectuals, philosophers and political scientists. A questionnaire was sent out to politicians and scholars, such as Mohandas Gandhi or Aldous Huxley, soliciting their opinion on the idea of the Declaration. At the same time, it undertook to make the Universal Declaration known as widely as possible through mass communication programs and teaching materials in schools, and to incorporate it into relevant UNESCO programmes. This Declaration asserts that everyone has the right to know, seek and receive information about their human rights and fundamental freedoms. The Declaration recognizes that HRET is a lifelong process that includes all parts of society, at all levels and should be based on principles of equality. In order to achieve a just society, in which the rights of each person are valued and respected, we need to aware of our rights and responsibilities. HRET promotes the values, beliefs and attitudes that encourage all individuals to uphold their own rights and those of others. The Declaration on HRET lays out these rights and responsibilities in a number of introductory paragraphs and 14 Articles.
The article recapitulates the Universal Declaration of Human Rights framers debates regarding the right to education, centering on its primary purposes, followed by contemporary examples of programs, both in formal and informal popular education, designed to achieve each of these specified purposes. Education takes on the status of a human right because it is integral to and enhances human dignity through its fruits of knowledge, wisdom and understanding. Moreover, for instrumental reasons education has the status of a multi-faceted social, economic and cultural human right. It is a social right because in the context of the community it promotes the full development of the human personality. It is an economic right because it facilitates economic self-sufficiency through employment or self-employment. It is a cultural right because the international community has directed education toward the building of a universal culture of human rights.

Human rights education is defined as the learning process that builds up the required knowledge, values, and proficiency of human rights of which the objective is to develop an acceptable human rights culture. This type of learning teaches students to examine their experiences from the human rights point of view enabling them to integrate these concepts into their values and decision-making. Governments must see to it that it must be exercised without bias to race, gender, color, religion, language, national or social origin, political or personal opinion, birth, or any status. All students, parents, and communities possess the right to take part in decisions affecting their respective schools and the right to education. The " Universal Declaration of Human Rights " is acknowledged as a landmark document in human rights history.

The conference theme Unleashing the Full Potential of Civil Society proved to be well chosen and popular with human rights scholars and advocates as some paper proposals were received. The 9 th ICHRE was an absolute success with the attendance of over delegates and speakers from around 50 countries. Feedback from those who participated has been very positive, the high quality of presentations as well as the depth of experience of speakers who were noted by all to have contributed to the high standard of the conference.
